We used to disable the RCE since its so difficult to do things with, but now that option has been ... disabled.
At the moment I'm editing html to add video links - this used to be a really simple thing to do!

I create videos of course content then add them to a Canvas Page with "Upload/Record Media" button on the Page. Canvas tells me it's processing the video and will appear when complete. If I use a Chrome browser, I can "inspect" the video that appears on the Page, and it tells me a "video ID", "...<video id="umfkYmKGK7pD"..." 

Now when I look in Files (Course Link), in another folder titled "Uploaded Media", the file I uploaded is there with the file name I used to upload it, but there are 3 copies, two with the file names appended with 1 and 2, and they all have the same date. There are no tools to find the "video ID" in the "kabob menu" next to the file, and a crossed-eye is displayed very prominently.

Question 1. Which, if any, of these files is the video with the video ID on the Page? 

I'm having a little bit of storage space anxiety and don't find the Files tools very helpful.

Also, I'm uploading to Canvas "youtube/480p" video, which is as small as my video editor can export. It is very humbling to work so hard on course content video and then have Canvas "process" my video so that it becomes grainy and unreadable. Question 2. Does Canvas have recipe (best practice) for optimizing video that is uploaded into Canvas Module Pages, or is there a way to "skip" the Canvas processing altogether? 

Question 3. Is the video that appears on the Canvas Module Page onto which I uploaded it, the same video that appears in files in the "Uploaded Media" folder?

I only use the "Upload / Record Media" function on Canvas when I give video feedback to students in Speedgrader. For recording lectures, I don't use this method, and I wouldn't recommend it.

If your institution has Canvas Studio, you could make your videos there and store them in your Canvas Studio Library.

If your institution doesn't have Canvas Studio, then I would suggest that you keep your video library on YouTube or Vimeo and embed your videos into your Canvas pages. When I make YouTube videos, I use my cell phone. I don't use the record media function on Canvas.

The advantage to using YouTube or Vimeo is that your videos will be your videos. When you embed these videos, you won't be using up your Canvas storage.
