You'll want to make sure that your "Modules" course navigation button is visible to your students (so that it does not have the crossed-out eye icon next to it). To do this, follow the steps in this Guide: How do I manage Course Navigation links?.
You'll also want to ensure that all of the modules within the "Modules" index page are also published. How do I publish or unpublish a module as an instructor? Of course, you can selectively release modules one by one if you want, but at least one module must be published in order for your students to see anything on the "Modules" screen.
