Microsoft Teams LTI not showing as expected

I have followed the instructions at Microsoft Teams Meetings in Canvas - Instructure Community (canvaslms.com) and come up with a different interface access for Teams. Instead of it being in the editor menu, the only place I can access it is via the left menu.

If I check the options for the app either as admin in settings for the tenant or as a lecturer within a course, I do not have the option to change the location, the only option being course navigation. All the instructions I have found place it in the menu of the RCE.

Any ideas on why this is happening?
