Hi Jeff,
If you have sufficient privileges within Canvas you go to the people screen within the course and click on the 3 dots on the right hand side of the screen and then click on edit role.

You should be able to go to the People click on the Settings icon for the user (the three vertical dots on the right) and click and select Edit Role. You should then see a drop down menu with each role listed.

Thank you so much for the quick response, we are migrating from Moodle to Canvas and I still have much to learn. I was not aware that the manually created user had to already exist in a course, in order to elevate their role.
Yup...that's because a person is only a "user" at the account level. The "role" someone is assigned happens at the course level.
