How can i create an exam and put it in (modulus) and hide the exam link until a specific time , like in the image above ?

Might be easier to put in a module then use the module to unlock at a specific time.

You could make it a non-graded assignment (there is nothing to submit) instead of a content page and use the assignment availability and due dates. The students won't be able to see it until after the available from date.
