Inbox Issue with Compose box and emailing one message to multiple courses

Can someone tell me why I can do this in my admin account, but teachers can't? Is it related to their permissions? Can it be changed? Help! My Band Director and Art Teachers need to email the same info to all of their classes a lot. But they don't seem to be allowed the option.
