Setting up "internal" PD courses

I've created an "internal" sub-subcatalog for professional development courses for internal users and set it to not show in the main Catalog.  The courses in this subcatalog are not designed for public consumption and will all be "free."  The courses in the main "Extension" subcatalog are designed for public consumption and will all cost something, to offset the user fees we will incur.  I understand that internal users, those already in our system, will not incur a user fee.  My question is if I want internal users to be able to take courses listed in the main catalog without having to pay for them, will I need to add them separately to the internal subcatalog and change the price to free there?  If so, do I need to create a separate course or section of the course in Canvas?
