[API] add "limit_section_privileges" to the cross_list_section api

Problem statement:

When cross listing sections via the API there is no option to "limit_section_privileges". The cross listed users do not have this parameter set on their enrolment in the target course. I can't see this option in course settings or the section settings, only on enrolments. This request is along the same lines as [Course Settings] Restrict Users to Their Own Section(s).

Proposed solution:

Add "limit_section_privileges" parameter to the cross_list_section api call

admin,instructor

This idea should be in the API category not the course category.

The api parameter in the enroll_user_sections and enroll_user_courses is enrollment[limit_privileges_to_course_section]
