Allow PDF Submissions

Similar to the Launch External Tool button, have a PDF attached to an assignment (not in just the description). That way when we press the large green button (saying something like “View/Edit PDF,”) it would open the PDF File Editor embedded in Canvas Student, and would also enable the option of automatic submission, submitting whatever is put on the paper after an amount of time (for things like tests, where the instructors would rather not use canvas quiz), and the instructors would be able to see the contents of the PDF and annotate without it being submitted, for better at-home assistance.

Instructors can use an annotated assignment type to upload a file for students to annotate and submit directly in Canvas.
