[Announcements] Add Announcements to Recent Activity View for Observers

In Recent Activity View, observer accounts are not able to see Announcements. This is a key feature to send out course information, and for K-12 parents who are enrolled in a lot of courses as observers, having Announcements in the Recent Activity View would provide a streamlined way to track course information. A parent in our district with 2 elementary-aged children would be enrolled in at least 2 dozen courses. Clicking on the course, and then the Announcements link is quite tedious and means that the can easily overlook or miss a recent announcement.

I was redirected to this topic when I suggested adding images to matching questions in the New Quiz feature.  I am unsure why, but definitely believe images in matching questions would be valuable.
