[Announcements] Add "Notify users that this content has changed" to Announcements

Problem statement:

Currently, it's not possible to notify users when an announcement is modified. When a change occurs, the only way to let users know is by creating a new announcement.

Proposed solution:

Add "Notify users that this content has changed" to Announcements.
