[Announcements] Multiple dates for recurring global announcements

Problem statement:

Global announcements only allow for one date range for release. This means that a recurring announcement that needs to be release several times over a few weeks or months must be created multiple times.

Proposed solution:

Have an "Add More Dates" feature in global announcements to allow for an announcement to be posted as many times as needed without having to create a new announcement for each posting. For example, if you wanted an announcement to be posted the first Monday of each month, you could choose that option, or just specific date ranges into the future.
