Currently, if a co-instructor has created an announcement but only for their sections, it's not obvious from the announcement. You need to go to the Announcements page to see which sections have been assigned which announcement. However, many instructors may erroneously assume an announcement has gone out to everyone in the course, thereby thinking their students have already seen the message
Just do a similar thing you do in the Announcements page. Somewhere in the announcement it should say which sections the announcement is visible to. It could be next to the date information, so it looks like Created xx xx xx | Posted xx xx xx | Section(s), or just under it.
