Currently, students and faculty are met by the equivalent of pop-up ads for whatever various groups at the school want announced. Announcements made of images that are often individually longer than the page is long, and scroll in a very long sequence that must be individually closed, and then seem to be programmed to re-appear make the dashboard effectively useless. It is much faster to click on the courses link and navigate directly to a course, without seeing the notation on a course card that there has been an announcement (for example) in another course.
This proposed solution is for announcements to be contained within a card similar to the course cards - a set size, for which any images are shrunk to match instead of the card expanding, and a set size that does not move the course cards off the page. As is common on many sites (including edu home pages), the announcements card could flip through in a sequence showing each announcement for a set number of seconds.
This would both increase the chance of the announcements being read instead of treated as spam, and also increase the usage of the useful features built into the dashboard.
