[Announcements] "Seen" or "Read" Feature in Course Announcements

Problem statement:

Some teachers/admins cannot validate if the users have seen the announcement that they posted. This is crucial because what if that announcement is important for the student to consider?

Proposed solution:

A feature that allows teachers and admin to see the list of users who have "Seen" and "Read" Canvas Course Announcements. With this, teachers/admins can inform the users that they have not seen the announcement yet.
