Often faculty either forget or miss setting accommodation for student or students within their course and it creates a large amount of time for a faculty member to set. If it could be set at the User level by an admin such as Johnny gets 1.5x extension, any and all assignments would automatically get the extended time.
Because faculty often forget to set extended accommodations for a student they either have to reopen an assignment or quiz for the student to take it again. If as Admins you could set an accommodation at the top User level such as 1.5x or 2x or... it would follow them throughout all their courses. If a quiz was set for 1 hour and the faculty member only allows the quiz to be open for one hour, it would also automatically extend the time of the quiz so that the student would receive their full time to take the quiz. This would help eliminate possible legal issues in the end and simplify workflow for everyone who is using Canvas.
