We discovered we could not "Submit Assignment on Behalf of Student" for a Moderated Grading assignment -- not even with System Admin rights. We thought it might be because it also was an Anonymous grading assignment, so we removed anonymity momentarily, and we still could not submit on behalf of student. We need this ability because there are always circumstances when a student cannot submit for one reason or other.
Add the ability to submit an assignment on behalf of student for a moderated grading assignment. If the assignment is not being graded anonymously, the Graders or Moderator could have rights to do so. If the assignment is set for anonymous grading, perhaps the System Admin could do it. Otherwise System Admin will have to "masquerade" as those students.
