[Assignments] Anonymous marking student notification

Problem statement:

Previous version of Assignments before the Enhanced features displayed to students whether their assignment had been marked anonymously - with the new Enhanced feature on this no longer appears for students in the assignment submission/feedback area

Proposed solution:

Reinstate that feature
