[Assignments / Grades] Release marks/grade by section

Problem statement:

At the moment, assignments set up to release grades manually, can have their grades released only for the whole cohort altogether. There are many use cases in which it is useful to release grades by section, such as when different markers are marking different sections, when different sections have different submission dates, etc.

Proposed solution:

Add a feature that allows assignment grades to be released by section.
