[Assignments] Grading Weights within Weights

Problem statement:

Instructors want to set weights within weights. For example, overall grade categories are Assignments (50%), Exam One (20%), Exam Two (20%), and Attendance/Participation (10%). But within the Assignment group, let’s say they have six assignments in that category, since some are longer and more involved than others, one assignment might be 24% of the Assignment's average, and another 12%, etc

Proposed solution:

Make nested grade weighting available.
