[Assignments] Maximum number of moderators - change to limit

Hello, posting this on behalf of an academic:

I have a cohort of 350+ students and would like to use moderated marking with this group, involving a relatively large group of moderators (around 40-50) to share the task. Currently, the "Number of graders" assignment setting is limited to a maximum of 10, so this is not possible.

The wording of this setting would seem to imply that it is selecting the maximum number of users who can mark any single submission, which would not be a problem. However, what this setting actually does is limit the total number of unique markers across the *whole cohort*. With 350+ students, 10 is a very low limit, and means moderation is essentially unusable for us.

A simple change would be to increase this limit to, say, 100 or more. This would not require any further development (just a value change), and would fix this issue that is seriously limiting our ability to use moderated marking.

A better solution in the long term would be to change the implementation of this feature so that it is a maximum per individual submission rather than a maximum number of unique markers over the whole cohort.
