[Assignments] Move or Delete Incorrectly Submitted Assignments

If a student submits an assignment to say week 2 folder when it should have been submitted to week 3, currently there is no way to move that assignment to the correct location as the Teacher.  This core functionality exists in all other LCS.LMS and should be considered for inclusion in Canvas's core modules.

Problem statement:

Currently there is not an option to allow an instructor to delete or clear an assignment attempt to allow the student to re-submit the assignment. If a student submits an assignment in the incorrect assignment or uploads the incorrect file, the instructor cannot delete that attempt. This should be an option in Canvas.

Proposed solution:

Have an option for assignments and quizzes that allows instructors to clear or delete the attempt.

Instructors should be able to delete assignment submissions from students or submissions submitted themselves on behalf of students. Current state: Admin roles can delete assignment submissions.

Proposed solution:

Create permission to allow instructors to delete submissions made to assignments. If instructors can submit on behalf of a student, they should be able to remove the same submission made in error.
