[Assignments] Resubmit and number of attempts

Problem statement:

When a student needs a resubmit and you only allow 1 attempt you have to update the number of attempts for all students rather then the system automatically just allowing an additional attempt for the specific student.

Proposed solution:

the 'Reassign Assignment' should automatically allow an additional attempt for the 1 specific student
