[Attendance] Allow automatic attendance grade ignore options

Problem statement:

The Roll Call Attendance tool allows teachers and TA's to give individual scores for attendance. These scores are then averaged together to create one score for the assignment it is attached to. Many courses have attendance policies which allow students to acquire 1-2 absences that do not negatively impact their attendance grade. For example, a student may miss two classes at the beginning of the semester but would not be negatively impacted if they attended their remaining classes. Currently, the Roll Call Attendance does not have an option to enable an automatic ignore calculation that can align with these types of course attendance policies. In order to align, a teacher may have to go back into the tool, determine what day a student was absent for and reverse their absent marking. This is a manual process that takes either time by clicking through days on the built in calendar in the tool or knowledge of how to filter the excel spreadsheet attendance report file so you can locate the days and number of absences for each student in a course. Alternatively a teacher could remember to not input the first two absent grades for each student for example, but this in itself requires manual documentation to be accurate outside of the tool.

Proposed solution:

Create an option to ignore x amount of absent grades that were input for all students. This could look or be identical to the weight assignment group option. That option has a field where you can input how many grades to ignore for assignments that are added to that specific assignment group.
