[Canvas Data] Trigger an event upon aligning an outcome to content

Problem statement:

The "learning_outcome_link_created" event is only fired after creating an Outcome which is linked to an Outcome Group at creation. Aligning an Outcome to a piece of content does not trigger any event. I want to be notified when an existing outcome got linked into a course/account.

Proposed solution:

Create a new event type or use existing `learning_outcome_link_created` and fire it when a user goes to Courses/Accounts->Outcomes->Find button->attach an existing outcome to a course/account.
