[Canvas Mobile - Parent] Announcements should be turned on by default

Problem statement:

In the Canvas Parent app, notifications are turned off by default in the settings of the app. This may cause parents to miss course announcements.

Proposed solution:

Instead of the defaulting course and global announcements to 'OFF', make the default setting be 'ON'.
