[Catalog] Add "Act as User" capability for Admins

Problem statement:

When assisting paid students experiencing a problem in Canvas Catalog, it might be helpful for Admins to be able to see what the student is experiencing.

Proposed solution:

Allow Admins the ability to "Act as User" when in Admin capacity within Canvas Catalog.
