[Catalog] Allow reorder of Catalog listings and/or spotlighting specific listings

Problem statement:

We have hundreds of listings in Catalog. By default new listings go at the end of the catalog. We want to be able to highlight specific listings and the current 'Recommendations' option cannot accommodate that.

Proposed solution:

Allow specific listings to be highlighted at the top of the catalog, either through an update to 'Recommendations' or by allowing us to reorder the catalog listings for end users.
