Currently, while the Users tab in Analytics in Catalog can display accounts registered via Catalog or Canvas LMS, a subcatalog admin can only see users registered via Catalog. Our instance does not use the Catalog registration so all our users are registered via Canvas LMS. The Users tab shows up in the subcatalog admin view of Analytics so this gives them expectation that they ca view and download a report of their users.
Provide a setting for root admins to allow users created via Canvas LMS to display for subcatalogs so their admins would have the ability to utilize the Users tab in Catalog Analytics.
