[Catalog] Email log tool for notifications sent from Canvas Catalog

Problem statement:

In Canvas LMS, the Admin Tools tool gives admins a way to search email notifications and confirm if they were delivered or not, see https://community.canvaslms.com/t5/Video-Guide/Admin-Tools-Admins/ta-p/384113 and https://community.canvaslms.com/t5/Admin-Guide/How-do-I-see-which-notifications-have-been-sent-to-a-.... Canvas Catalog generates a variety of email notifications. Sometimes users report they did not get an email notification from Canvas Catalog, and having a way to search the log of email notifications would be helpful in troubleshooting.

Proposed solution:

Develop a email / notification log, similar to https://community.canvaslms.com/t5/Admin-Guide/How-do-I-see-which-notifications-have-been-sent-to-a-..., but for notifications sent from Canvas Catalog. Should include ability to search dates, filter by user, see which notifications sent from Catalog, success/failure status, and any other relevant/useful information.
