[Commons] Preserve New Quiz Publish Status When Importing from Commons

Problem statement:

At our college, we use the Commons to share complete course content. A full-time instructor develops the course, shares it to the Commons, and then other instructors—both full-time and part-time—import the content into their individual course shells. The issue: When courses are imported from the Commons, New Quizzes are brought in as Unpublished, regardless of their status in the original course. With hundreds of part-time instructors, it's not practical to expect each one to manually publish every New Quiz. This process is time-consuming and adds unnecessary stress. Instructors reasonably expect that New Quizzes will be available to students based on the settings and availability dates established by the course author.

Proposed solution:

Proposed Solution: Update the behavior of New Quizzes so that their publish status is retained during the import process from Commons. If a quiz is published in the source course, it should remain published in the destination course after import. This change would ensure consistency, reduce manual work for instructors, and align with expectations around content availability set by the course author.
