[Course Import/Export] Change starting times as well as dates when copying over a class

Problem statement:

When copying a class from a prior term, often the class is being offered at a different time. While you can adjust the dates of assignment due dates, the times stay the same.

Proposed solution:

Ask for the beginning time and date of the course being copied and the beginning time and date of the new course. Adjust by the whole time difference rather than in units of 24 hours. There would be a modifier so that times at midnight will stay at midnight.
