[Course Navigation] Disabling Discussions Page when Hidden in Course Navigation

Problem statement:

When the Discussions page is hidden in course navigation students are still able to access the discussions page by changing the URL in their browser to point directly to the discussions page (https://canvas.instructure.com/courses/123456/discussions). This behavior is not seen with assignments, quizzes, and pages. Only discussions. This could be problematic if students figure out how to get to the page and start creating their own discussion topics. Proposed solution:

Make the behavior of the hidden Discussions page the same as Assignments, Quizzes, and Pages.

With the release of the Announcements/Discussions Redesign, the Product Team reviewed some related feature proposals, and unfortunately, this request was identified as one that they would not be able to include in their current or future plans. While we appreciate your proposal, we also want to be transparent about the likelihood of something like this making it to production.
