[Course Settings] Extending access for observers to view course after term ends

Problem statement:

The term ended and the observers of the course (parents) can no longer view the students' courses or grades unless they use the students' login info. I would like to request the ability to extend access for observers just as I can for teachers, students, TA's, and designers. Grades and report cards have not yet been finalized or sent out.

Proposed solution:

Add "observers" to the list of accounts that I can extend term access to. Parents still want and need to see course info and grades, even after the last day of school.
