[Course Settings] Move Save Button in Navigation List

Problem statement:

When enabling/ disabling in the Course Navigation list, users have to remember to scroll all the way to the bottom of the long list to select Save. A lot of people get frustrated when they forget to do so and the Navigation isn't changed. Time is wasted going back and doing it again.

Proposed solution:

Instead of only one Save button, could there be an addition Save button over to the side or possible under the Enabled list?
