Currently, the "Assign To" interface loads whenever Instructors/Teachers/Admins are editing or creating Pages. This is causing some confusion as it is an optional interface that is only adjusted in a percentage of cases. Loading this interface always open makes sense in Quizzes, Assignments, and Discussions as those are more typically assigned to specific sections.
I propose that the "Assign to" interface should load closed in an accordion, or behind a click of some kind, on Pages. This way Pages can be targeted to students/sections, but when they are meant to be open to everyone the interface doesn't distract the Instructor/Teacher/Admin.
