[Courses] Course Search Enhancements (Course Templates Checkbox, etc.)

As Admins, several items we would love to see in the Course Search feature:

• Add a "Show only course templates" checkbox to go along with "Show only blueprint courses"
• Allow wildcard searching
• Allow narrowing search to only (or any combination of):
  • Course ID
  • Section ID
  • SIS ID
  • Short Name
  • Long Name
  • Course Status
  • Course Format
• Add a download Full List CSV option (the paging through long lists is tedious)
• Allow searching a comma-separated list of course ids, section ids, SIS ids or Canvas IDs
