[Courses] Open Links in New Tab

Problem statement:

Course links do not currently open in a new window. It makes navigating back to the original page/assignment/discussion difficult. We have a Discussion Requirements page we like to link in every discussion, but every time we click on the link, it takes us to a new page. It would be helpful if it opened in a new window so that students don't have to navigate back to the original assignment.

Proposed solution:

Make opening a link in a new tab available for course links as well.
