[Courses] Remove or Archive Instructor view without removing course

Problem statement:

If a teacher has been a Canvas user for 5 years, and it's the instutiton's policy not to delete or remove courses, there should be a way to archive the course so that the teacher doesn't need to see it in their prior enrollments. Term restrictions don't assist in this matter - the teacher then sees possibly up to 50-100 courses in their enrollments when attempting to import old material.

Proposed solution:

Provide an Admin ability to remove teachers from prior enrollments without deleting courses.
