[Credentials/Badges] Attach evidence to an awarded badge when using Canvas Credentials LTI

Problem statement:

Currently, when using Badgr/Canvas Credentials as a stand alone product, when manually awarding badges or via a bulk upload, users have the ability to attach evidence as a URL to a badge award. It would be desirable for a link to the file submission of an assignment to be attached to badges when awarded using the Canvas Credentials LTI 1.3. This would allow a badge recipient to better exhibit their skills when putting badges on display (there is real evidence that a task was completed besides just the issuance of the badge), as well as the ability for an issuer to keep track and audit the badges that have been awarded.

Proposed solution:

For recipients, give the option for the recipient to share a public link to the artifact from Canvas. This would require the file/submission to be hosted in a way that does not require authentication, as viewers should not need to authenticate into an instance of Canvas. For issuers, give the direct link to the in Canvas submission, so that they could review any comments, due dates, etc.
