[Credentials/Badges] Make the Badge Creation Tool More Robust

Problem statement:

Currently, the Badge Design tool in Canvas Credentials is very limited when compared to other badging platforms. The pre-loaded options are very "cartoonish" (rounded shapes and images) and limited. There is not a way to make a professional looking badge that would meet the needs of institutional design standards when using this built in tool, or to roll out badges within a standard for an entire issuer. While an outside tool could be used to design badges and upload the individual images, this produces an environment where a user has to work between two tools for the purpose of badging.

Proposed solution:

The desired functionality would be similar to that at https://badge.design/, but with the ability to save templates that could be used throughout the issuer or organization, as well as additional functionality for color/images.

The following features would be desired to be integrated into this :

• Ability to have editable text fields on badges
• Ability to upload icons
• Ability to use hex codes to select specific colors, as many institutions have design standards and specific colors that must be followed.
• Ability to layer multiple objects onto the same badge
• Ability to save templates for use, with the ability to lock all aspects of badge besides the text
