[Credentials/Badges] Option to resend credential email

Problem statement:

As an administrator, I want to be able to resend the initial credentials email a student receives. Students sometimes miss/do not receive the email and having an option available to resend this to them with instructions on how to access their credential would be extremely beneficial.

Proposed solution:

Option available for administrators when viewing a credential to resend the email with the badge and invitation to create a Credentials account to the email address the credential has been issued to.
