Delete ePortfolios when the related user is deleted

This idea has been developed and deployed to Canvas

Currently, if a user has published ePortfolio content and the user is subsequently deleted, the portfolio remains publicly available and there's no way for an administrator (or the original author) to remove it. 

 

Since there's no good reason to keep a user's portfolio content active after that user has been removed from the instance, deleting a user should also delete any associated ePortfolio content.
