[Discussions] Allow rubric to override entire score on checkpoint discussions

Problem statement:

Currently, the checkpoint discussions do not allow a rubric to override the entire score. This functionality was present in discussions before checkpoints. We really only need checkpoints for multiple due dates and do not need the multiple points area on a graded discussion. Can we allow a rubric to override the entire score?

Proposed solution:

Allow a rubric to override the entire score when "use rubric for assignment grading" is checked in the rubric setup.
