[Discussions] Organize Discussion Topics

Problem statement:

Instructors and students cannot organize discussion topics within the discussion landing page. Even though discussion can be organized within modules. Instructors and possibly students should be able to organize discussion topics or group/organize discussion topics.

Proposed solution:

Give instructors the ability to organize or categorize discussion topics into groups or folders. For example, if there are three discussion topics for a specific unit or category, the instructor can organize the discussion topics into those categories/groups and can view discussion topics by that specific category/group at a time. If there are several discussions they can filter/sort the discussions by the category/group and just view those discussions only when selected.
