Problem statement:
Link inside annotation comment
In DocViewer, annotation comments that contain hyperlinks appear as plain text. The viewer needs to copy and paste the link as a workaround.
Example: The link in the annotation comment is not clickable in SpeedGrader nor Submission Details.

Allow hyperlinks to be clickable so that viewers do not need to copy and paste the text.
