[DocViewer] Comment Banks for In Line Comments

Problem statement:

Currently comment banks are only accessible when using the main comment section in Speed Grader. It would be helpful to be able to access those comment banks when doing in line feedback as well. I often will annotate a document that a student submits and when I open a textbox I would like to be able to access my comment banks.

Proposed solution:

Allow for comment banks to be accessible while annotating a student's submission or when using in line feedback tools.
