[Enrollments] automatically conclude a student that completes a curriculum

Problem statement:

For continuous enrollment or work-at-your-own pace programs there is no term end date to use to automatically conclude students from a course. Each student must be manually concluded.

Proposed solution:

Design and implement a mechanism that will automatically conclude a student after they complete the final course requirement. This keeps class rosters clean and frees teacher's time.
