[External Tools] graphql scoping

Problem statement:

GraphQL is great. It is fast and easy to use. It is also worthless to most 3rd party LTI tools because it can not be scoped and schools insist that LTIs used scoped developer keys. So LTI providers must use the old and slow and incomplete REST API.

Proposed solution:

Scope GraphQL so LTI providers can use it.
