[Files] Student Notification Nearing Media Upload Limit

Problem statement:

Students record media, either video or audio to upload to an assignment. While doing so they have no idea that there is a file size limit or that they are nearing it. When they unknowingly exceed that limit, then they cannot submit their video or audio,

Proposed solution:

Please create a notification that pops up for students letting them know they are nearing the file size limit for audio or video and need to submit their file
